2009年6月5日，国际海事组织（IMO）以决议形式通过了MSC.282(86)决议——关于SOLAS公约修正案。就石棉在船上的使用作了进一步修订,要求自2011年1月1日起，对于所有船舶，应禁止新装含有石棉的材料。

　　2010年12月2日结束的海安会MSC88，最终通过了2个关于石棉的通函。其中MSC.1/Circ.1389——禁用石棉的通函提出：船上使用的绝大多数石棉很难目视识别出来；加强海事主管机关、认可组织、船厂（造船和修船）及供应商对石棉问题的重视；建议对那些持有无石棉材料声明的船舶也应进行随机抽查予以确认；强调对船员，特别是验船师和检查员（PSCO）加强培训和检查实践的重要性；禁止将来再在船上使用石棉材料；强调主管机关在发现船舶违反SOLAS规定时采取必要措施的重要性；对违规使用石棉的船舶，要求在发现之日起3年内在船旗国监督下，雇佣专业公司予以拆除（对此情况，船旗国需颁发免除证书）。

　　MSC.1/Circ.1379——SOLAS 2000修正案II-1/3-5通函，则对石棉适用范围予以了明确：2011年1月1日之前船上已购买的备品备件（对现有船）或造船厂购买的备品备件（对在建船），2011年1月1日及以后不允许作为工作部件装船使用。

Requirements on Asbestos Materials/Flat gaskets

Dear Sirs,

We would like to inform you about actual requirements of IMO SOLAS,II-1,Reg.3-5 regarding new installation of materials which contain asbestos. This regulation is in force since 1 January 2011.
Form 1 january 2011, for all ships, new installation of materials which contain asbestos are prohibited. Preventive actions from your side have to cover that gaskets are manufactured of non-asbestos material.
Beside the SOLAS requirements also the upcoming IMO Hong Kong international Convention for the Safe and Environmentally Sound Recycling of Ships, 2009(HKC) is asking for information of the materials used on board ships. The hazardous Materials should be mentioned in an Iventory of Hazardous Materials according to a IMO Guideline to the above mentioned convention (Guidelines for the Development of the Inventory of Hazardous Materials, Resolution MEPC.197(62), adopted on 15 July 2011). The HKC is still not in force but the upcoming requirements need reasonable preparation now.
Suppliers to the shipbuilding industry should identify and declare whether or not hazardous materials are present above given threshold levels specified in appendix 1 of the IMO Res.MEPC.197(62).
